The purpose of HSEC is the
prevention of cruelty to and suffering of animals, elimination of the over-population
of "companion pets," and enhancement of citizen awareness concerning the
humane care and treatment of animals.
The Humane Society of Elbert County is providing a subsidy for low
income residents of Elbert County to assist in the spay or neuter of
their pets. The Society will pay half up to $50 of the procedure. Please
